Added Police car on my PixelWheels Collection

-I updated the Pixelwheels cars  collection with a new Police Car. Perfect for creating high-speed police chases with other Pixelwheels cars.

- 16 directions pixel art car, for a nice and smooth rotation.

-The pack include:

-Running animation.

-Lights on animation.

-4 frames sprites animation for each rotated sprite (running). (100px)

-16 angle directions (for a smooth rotation).
